Why was a Refereundum on the EU Constitution/Treaty required under Blair, but not required under Brown?

Despite what Gordon Brown says, the Lisbon treaty is a constitution. It is the first step towards creating a new nation - the United States of Europe. Brown dare not hold a referendum. He knows it would go against him. A man who puts his political career before the welfare of his country, Brown is treating the British people with contempt.
