How Do you qualify for a first time car buyers program?

Im Having trouble Getting Financed For a vehicle. i have no credit what-so-ever and i been at my job for about 1.5 years and my previous job for 1.5 years as well. i make about 2-3000 a month and everywhere i go they tell me that i cant get financed which is a bunch of bull. I really cant do a down payment more than 1000. Also I don't have a co-signer. I know there is a first time buyers program somewhere out here. Do I Qualify? Somebody help a brotha out
