Is a 15 percent death rate high?

my fiance is training to be a pj. ( pararescue) and the death rate is 15% is that high? so what are the chances of him being killed. and do they normally get deployed when there isnt war? because he can get depolyed from 6 to 8 months at a time, so is there a better chance of him getting deployed during war than when there isnt war or is it the same?
